Job Description

We are seeking an experienced and highly organized Temporary Procurement Contract Administrator to support critical procurement and contract administration functions across the organization. This position offers a unique opportunity to contribute to major capital projects and operational initiatives while partnering with internal stakeholders, vendors, legal counsel, and project teams.

The ideal candidate brings expertise in public procurement, contract lifecycle management, compliance monitoring, and vendor relationship management. Success in this role requires a proactive approach, exceptional attention to detail, and the ability to manage multiple priorities in a fast-paced environment.

What You'll Do

Contract Administration & Compliance

  • Manage procurement contracts from execution through closeout, including renewals, amendments, change orders, and contract modifications.
  • Monitor contract performance, deliverables, milestones, insurance requirements, and compliance obligations.
  • Ensure adherence to procurement policies and applicable local, state, and federal procurement regulations.
  • Maintain complete, accurate, and audit-ready contract records within procurement and records management systems.

Procurement Support

  • Partner with departments to develop scopes of work, specifications, solicitation documents, and evaluation criteria.
  • Assist with procurement planning, competitive solicitations, and contract implementation activities.
  • Attend pre-construction meetings, kick-off meetings, and vendor onboarding sessions to support successful project execution.
  • Facilitate vendor scorecard reviews and performance evaluations.

Stakeholder & Vendor Management

  • Serve as the liaison between internal departments, vendors, and legal counsel throughout the contract lifecycle.
  • Coordinate contract reviews, approvals, routing, and execution in accordance with delegated authority requirements.
  • Support resolution of contract-related issues and facilitate productive supplier relationships.

Reporting & Process Improvement

  • Conduct periodic contract reviews and compliance audits to identify risks and process improvement opportunities.
  • Prepare reports related to contract utilization, spend analysis, vendor performance, and procurement activities.
  • Support public records requests and audit activities.
  • Stay current on procurement regulations, industry trends, and contract management best practices.
  • Support continuous improvement of procurement and contract administration processes.

Minimum Qualifications

  • Bachelor's degree in Business Administration, Public Administration, Finance, Accounting, Supply Chain Management, Law, or a related field.
  • Minimum three (3) years of direct procurement contract administration experience.
  • Minimum seven (7) years of progressively responsible professional experience in procurement, contracting, purchasing, compliance, project administration, or a related field.
  • Experience within a government agency, municipality, utility, or public-sector environment is strongly preferred.
  • An equivalent combination of education, training, and experience may be considered.

Preferred Certifications

  • Certified Professional Contracts Manager (CPCM)
  • Certified Public Procurement Officer (CPPO)
  • Certified Professional Public Buyer (CPPB)
  • NIGP Procurement Professional Certification (NPP)

Required Knowledge & Skills

The successful candidate will demonstrate:

  • Knowledge of State of Georgia procurement laws and requirements
  • Experience with sole source and alternative procurement methods
  • Familiarity with cooperative purchasing agreements
  • Proficiency with SharePoint, Microsoft Office, and electronic procurement systems
  • Strong organizational and multitasking abilities
  • Excellent analytical and problem-solving skills
  • Exceptional written and verbal communication skills
  • Ability to interpret contractual language and regulatory requirements
  • High attention to detail and commitment to accuracy

Work Requirements

  • Meet all qualifications and requirements outlined in the position description.
  • Available to work onsite Monday through Friday:
    • 8:00 a.m. to 5:00 p.m. with a one-hour lunch, or
    • 8:00 a.m. to 4:30 p.m. with a 30-minute lunch.
  • Fully onsite position. Remote or work-from-home arrangements are not available.
  • Ability to effectively manage multiple contracts, priorities, deadlines, and stakeholder relationships.
